AMH Tier Attestation Tool Training Announcement

As previously announced, the North Carolina Department of Health and Human Services (DHHS) developed the Advanced Medical Home (AMH) program as the primary vehicle for delivering local care management as the state transitions to Medicaid managed care.

To ensure that beneficiaries across the state are receiving high quality care management, DHHS developed standards for AMHs and will be responsible for initially certifying that practices meet AMH criteria. Although existing (or current) per member per month management fees will continue for AMH Tier 1 and Tier 2 practices, only AMH Tier 3 practices will be eligible to provide, and be reimbursed for, care management. The AMH program ONLY applies to operations and contracts under managed care.

There are multiple AMH tiers. Existing primary care providers who participate currently in Carolina Access I and II (CCNC) will default into an AMH tier based on their current participation. Carolina Access I providers will be grandfathered as AMH, Tier 1 providers. Carolina Access II/CCNC Providers will be grandfathered as AMH, Tier 2 providers. However, providers may attest to a high tier level using the AMH Tier Attestation Tool, which will be available on October 1, 2018. Only currently participating primary care providers wanting to attest to a higher tier need to use the tool. An instructor-led training course will be offered to assist providers in using the AMH Tier Attestation Tool. This course will guide users through completing the Tier Attestation via the secure NCTracks Provider Portal. Registration for the course is now open. The course is being offered on multiple dates:

  • Friday, Sep. 14, 2018, 9:30 – 11 a.m.
  • Friday, Sep. 21, 2018, 9:30 – 11 a.m.
  • Friday, Sep. 28, 2018, 9:30 – 11 a.m.
  • Friday, Oct. 5, 2018, 9:30 – 11 a.m.

The course is offered via WebEx, which can be attended remotely from any location with a telephone, computer and internet connection. Providers can register for the course in SkillPort, the NCTracks Learning Management System. Logon to the secure NCTracks Provider Portal and click Provider Training to access SkillPort. Open the folder labeled Provider Computer-Based Training (CBT) and Instructor Led Training (ILT). The course can be found in the sub-folder labeled ILTs: Remote via WebEx.

Refer to the Provider Training page of the public Provider Portal for specific instructions on how to use SkillPort. The Provider Training page also includes a quick reference about downloading Java, which is required for the use of SkillPort.
