Draft claims and PA functionality restored to provider portal

The draft claims and prior approval (PA) functionality is now performing as designed and has been restored to the provider portal. Most of the draft claims and draft prior approvals previously saved should still be available. Only a limited number of draft claims and PAs that were affected by the performance issue were deleted.
